Police shoot, kill armed suspect in Northside confrontation

OKLAHOMA CITY — A lieutenant with the Oklahoma City Police Department is on routine administrative leave after shooting and killing an armed suspect while investigating a domestic dispute.

It is the third police shooting of 2024 for the OKCPD and the 28th homicide for the City of Oklahoma City in 2024.

On Sunday evening around 7:51 PM, patrol officers were sent to the 7400 block of NW 106th Street in response to a domestic situation.

While on the way, officers were alerted to reports that “the male suspect was shooting a gun,” according to a press release from Public Information Officer Capt. Valerie Littlejohn.

Once at the address, officers came into contact with a male, 46-year-old Kenneth Allsen, outside the residence officers were sent to.

“Mr. Allsen was given verbal commands by the officer but refused to comply. Mr. Allsen walked away from the officers and then looked back as he grabbed a gun from his waist,” said Littlejohn.

That’s when Lt. James Runner fired at and struck Allsen who was shortly thereafter pronounced dead at the scene.

OKCPD reports that there were no other injuries in connection to this incident.

The internal investigation within OKCPD now begins.

In police shootings – internally termed “officer-involved shootings” – the officer goes on paid administrative leave while evidence is gathered by departmental investigators.

Then, that information is turned over to Oklahoma County District Attorney Vicki Behenna who has determined that all officer-involved shootings will go before a grand jury to decide whether to bring charges against the officer.

Once that decision has been made, then the internal investigation moves forward.
