PRESS RELEASE: Former Oklahoma City Mayor Guy Liebmann passes away

Former Oklahoma City Ward 8 Councilman and former acting Mayor Guy Liebmann passed away June 8. He was 90 years old.

Liebmann represented Ward 8 on the City Council from 1995 to 2004 and served as Oklahoma City’s 36th mayor in an acting capacity from November 2003 to March 2004.

“As our 36th mayor, Mayor Liebmann will forever be a part of our city’s history, but it is his two decades of service to the city and state that secures his legacy,” Mayor David Holt said. “Mayor Liebmann is a perfect example of a community leader and public servant, and we are grateful for his contributions to the Oklahoma City renaissance we now enjoy. We send our deepest condolences to his wife Judy and the family.”

Because he was vice mayor, he was appointed acting mayor to complete the remainder of Mayor Kirk Humphreys’ term after Humphreys resigned in 2003 to run for the U.S. Senate. Liebmann was succeeded by Mick Cornett.

“I will truly miss Guy,” Ward 8 Councilman Mark Stonecipher said. “He always brought a smile to my face. My thoughts and prayers are with his wife Judy and the family. Thanks, Guy, for all you did for OKC. You will be missed.”

Liebmann resigned from the City Council in 2004 after being elected to represent House District 82 in the Oklahoma House of Representatives, where he served from 2005 to 2013.

Known for his pro‑business stance, optimism and cheerful demeanor, Liebmann served on several boards and trusts, including the Oklahoma City Water Trust, the Oklahoma City Game and Fish Commission, the Emergency Medical Services Authority Trust, the Convention and Visitors Bureau and the Oklahoma City Fairgrounds Trust.

Among his proudest accomplishments was convincing the Oklahoma Department of Transportation to install cable‑wire barriers along Lake Hefner Parkway.

Background

Born in Shawnee, Oklahoma, Liebmann graduated from Oklahoma City’s Classen High School in 1954 and earned a bachelor’s degree in business management from the University of Oklahoma in 1958. He served as an officer in the U.S. Marine Corps from 1959 to 1961 before beginning a successful career in real estate and investments.

Liebmann’s grandfather immigrated to the United States from Germany and built the state’s first ice‑making plant in Sulphur, Oklahoma, in 1902. The family later expanded the business across Oklahoma and Texas before selling it in 1983.
