Operators selected for two MAPS 4 Mental Health and Addiction projects

The Oklahoma City Council voted today to select NorthCare as the operating partner for the MAPS 4 restoration center project and selected the Oklahoma Department of Mental Health and Substance Abuse Services as the operating partner for a crisis center.

“The MAPS 4 Mental Health and Addiction project will improve OKC’s mental health system by providing a comprehensive upgrade to facilities and services,” MAPS Program Manager David Todd said. “In partnership with NorthCare and the Oklahoma Department of Mental Health and Substance Abuse Services, the crisis center and restoration center will help people with mental health and substance abuse disorders on their path to recovery.”

MAPS 4 allocated $44.6 million for the Mental Health and Addition project, which includes a restoration center, crisis centers and mental health housing.

The $24.5 million restoration center will include many of the elements of a crisis center as well as a public inebriate alternative, medically supervised detox, substance abuse counseling, and medication-assisted treatment for opioid addiction. The restoration center will also include wrap-around case management for clients.

NorthCare is a Certified Community Behavioral Health Clinic (CCBHC) and a leading provider of integrated behavioral health services for Oklahomans living with mental illness, trauma, and addiction. Today, NorthCare provides more than 20 trauma-informed programs for Oklahomans of all ages throughout all of central Oklahoma and neighboring counties. 501(c)(3) non-profit governed by a community-based board of directors.

“NorthCare is pleased to partner with Oklahoma City to operate the Restoration Center,” NorthCare CEO Randy Tate said. “The facility will support fire and police with a rapid response for mental health and substance use crises.”

The $6 million crisis center will include space for assessment, detoxification, crisis de-escalation, counseling, respite and adequate sleep.

The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) is the state’s safety net mental health and substance use treatment services system. Founded in 1953, this agency leads the state’s efforts associated with mental health and addiction, including prevention, treatment and recovery support services. The ODMHSAS currently operates 11 treatment provider organizations.

“We are proud to partner with Oklahoma City as they help deliver vital mental health services to thousands of people year,” ODMHSAS Deputy Commissioner Heath Hayes said. “NorthCare is a trusted partner and the CCBHC model ensures clinicians will treat both a person’s physical needs and their mental health issues.”

The operating partners will work with the City to select sites for both facilities. Design for both the crisis center and restoration center is scheduled to begin this year with construction to start in 2025.

About MAPS 4

MAPS 4 is a debt-free public improvement program funded by a temporary penny sales tax that will raise a projected $1.07 billion over eight years. Oklahoma City voters approved the sales tax to fund MAPS 4 in a special election on Dec. 10, 2019, moving forward with a unique and ambitious plan to transform our community. The temporary penny sales tax funding MAPS 4 began April 1, 2020, and ends in 2028. More than 70 percent of MAPS 4 funding is dedicated to neighborhood and human needs. The rest is for quality of life and job-creating initiatives. The MAPS 4 Citizens Advisory Board and its six subcommittees will guide MAPS 4 planning and implementation, making recommendations to the City Council. The Council has final authority on MAPS 4. The MAPS Investment and Operating Trust developed a strategic investment plan to support long-term sustainable funding for MAPS 4 projects’ operational expenses and maintenance.
