Oklahoma County Jail detainee death is 2nd in two days

-- The 5th in-custody death of 2023 for the Oklahoma County Jail

OKLAHOMA CITY — A Saturday night detainee death is the second one in two days at the Oklahoma County Detention Center or Jail.

The death is the fifth in-custody death for the jail so far in 2023.

Frank Ramirez, 37, was pronounced dead at the hospital at around 9:43 Saturday morning.

“A detention officer, conducting sight checks on a pod, was notified that a detainee was in distress,” according to a press release from the Jail.

“The detention officer opened the cell door, called for medical staff and immediately began life-saving measures. EMSA and Oklahoma City Fire Department personnel arrived and continued life-saving measures. EMSA transported the detainee to the hospital….”

Turn Key Health is the contractor for all medical services in the Oklahoma County Jail and Oklahoma State Representative Jon Echols is the co-founder and president.

As with any death in the jail, the State Medical Examiner’s Office will make a final determination as to the cause of death. 

Under new protocols, all deaths are investigated as homicides until a final determination is made. The Oklahoma State Bureau of Investigations has also been notified to assist.
