OKLAHOMA CITY – The chief investigator for the Oklahoma County District Attorney’s Office has been placed on leave after a protective order was issued against him following allegations of sexual harassment from a Moore police officer.
Keith Toles, the chief investigator under District Attorney Vicki Zemp Behenna, is being accused by the officer of stalking and sending multiple unwanted messages.
According to court filings, the officer claims that Toles repeatedly sent her text messages and emails commenting on her appearance and claiming to have watched her in public places, with the messages continuing after the officer asked him to stop and blocked his phone number.
The officer entered an official incident report regarding the harassment with the Moore Police Department on September 17th, citing a fellow officer as a witness, and that report was filed Tuesday in Cleveland County with the issuance of the emergency protective order against Toles.
A court hearing for the protective order and allegations is scheduled for September 30th.
Behenna’s office sent a brief statement Thursday acknowledging the order against Toles and confirming that he had been placed on leave.
“District Attorney Behenna is aware that an emergency protective order has been filed against the Chief Investigator in her office,” the statement reads. “Keith Toles has been placed on administrative leave pending the outcome of the hearing on September 30, 2026. As this is a personnel issue and a pending legal matter, no additional comment will be made at this time.”
