-- 2nd in-custody death in 2023

OKLAHOMA CITY — A detainee in the Oklahoma County Detention Center or County Jail died at the hospital Monday morning. It is the second detainee death for the jail in 2023.

The detainee was Kenneth Parrott, 69, who the jail described as having “significant preexisting medical issues.”

Parrott was admitted to the hospital February 18 under the Jail’s custody.

Jail spokesperson Mark Opegrande said in a news release that Jail and Turn Key Medical staff had been “actively working to secure Parrott’s release on a medical bond,” but Parrott died before the process could be completed.

Turn Key Health is the contractor for all medical services in the Oklahoma County Jail and Oklahoma State Representative Jon Echols is the co-founder and president.

As with any death in the jail, the State Medical Examiner’s Office will make a final determination as to the cause of death.
